This spawned from scrubbing bug 632.

We currently don't set the Tx power for the A band

Also, we only support channels 1-11 vs 1-14.

Re-opening to change back to TESTED_PATCH_EXISTS. I re-read the comments, and 
I may have misunderstood comment #2. Please mark as fixed when patch is merged 
into the source tree.

now in 1.0.8, setting Tx power is ok for A band.
