Shared authentication doesn’t work for WEP key indexes: 3,4 – DUT uses key 1 
instead 3 and key 2 instead of 4 in Authentication exchange phase.

note from bug scrub: this is fixed in 0.14

The 'active key' was only allowed 1 bit of storage in the ieee80211 security
data structure, which kept the high bit from being stored.  This if fixed in 0.14.
