The Laptop can't switch to new AP if turn off the previous associated AP.

Steps:
1. Turn on AP1 without WEP 
2. Laptop will associate AP1 automatically
3. Turn off AP1, turn on AP2 without WEP. 
4. Laptop can't associate with AP2, but iwlist scan only found AP2. 
5. Unload/reload driver
   % modprobe -r ipw2100; modprobe ipw2100
   Check dmesg and iwconfig, Laptop associated with AP2 successfully.

since WEP is disabled, the Laptop associated with AP1 automatically. I didn't 
manually set Laptop to associate with AP1.

The kernel log shows disassociation information after I turn off the 
associated AP.

The bug still existed in ipw2100 v0.58.

If the two APs have the same essid, the laptop can switch to another laptop if 
poweroff one AP. (But that's roaming behaviour).
