Environment: ipw3945-1.0.5, OS: SuSE10 with kernel 2.6.15.3, wireless tools 
verison 28.
Summary: iwlist ethx rate can not show the the available rate which can be set.

Steps to reproduce:
1../load
2. iwconfig eth1 essid AP_SSID -> make sure it has been associated
3. iwconfig -> shows the rate
4. iwlist eth1 rate ->shows

"eth1   unknown bit-rate information.
          Current Bit Rate:54 Mb/s

All the available rate should be showed.
